Chandigarh, May 8 – Joint Chief Electoral Officer, Haryana, Dr. Inder Jeet said that for the first time in Haryana during the General Elections to Lok Sabha, EPIC and photo voter slip have been printed in Braille for the visually impaired voters, so that voters can easily exercise their franchise and ensure their participation in democracy.
Dr. Inder Jeet said that for the first time in the Lok Sabha elections, the Election Commission of India has also launched PWD Mobile Application for providing maximum facilities to the Divyang voters. Through this app, the Divyang voters would be provided with the facility of vehicle and wheel chair on the voting day. He said that there are 1.04 lakh Divyang voters in the state.
He said that for the first time in these elections, a common man has been given power similar to that of Election Observer through the c-VIGIL mobile application on which he can register a complaint of violation of Model Code of Conduct. He said that by using this app, the public has been assisting to make the election fair, free and transparent. He said that within 20 minutes of the complaint filed on the app, the concerned team reaches the location and efforts are being made to resolve the complaint within 100 minutes. He said that if the complainant does not want to disclose his or her name and identity, this application has the option that anyone can file a complaint without registering name and number or any identification. He said that in respect of the violation of Model Code of Conduct in Haryana, 3,599 complaints have been received on C-VIGIL App, out of which only 11 are pending.
Dr Inder Jeet said that VVPAT machines are being used in the Lok Sabha elections in 2019. He said that VVPAT machine is a printer, on which the voter can see the vote cast by him or her, that the vote cast by him or her has gone to the account of candidate of their choice. Voters can watch their vote on VVPAT screen for seven seconds. After seven seconds, the slip from the machine will automatically get cut and get into its box. He said that VVPAT machines will be used in all the polling stations across Haryana.
He said that for the first time in these Lok Sabha elections, the Election Commission of India has developed the Electronically Transmitted Postal Ballot System (ETBPS). He said that the facility of ETBPS has been given to the Service Voters such as soldiers and paramilitary forces. He said that earlier the ballot was sent through post to the service voter, many times, it could not reach on time or sometimes posting of the Service Voter was changed. Therefore, this time ballot will reach the current posting stations of service voters through online. Service voters will also be able to exercise their franchise by accessing the ballot online. He said that the ballot will come back through Speed Post, which will be fully tracked and the cost of Speed Post will be borne by the Election Department.
The Joint Chief Electoral Officer said that ‘New Suvidha’ app has been developed by the Commission. This app has information about the nomination papers filled by candidates, uploading of affidavits, information of voter turnout according to polling stations, integrated platform for candidates and political parties to get permissions for holding meetings, processions and rallies.
He said that the Commission has created a National Grievance Redressal System Portal for the public, on which complaints related to violation of Model Code of Conduct and other complaints are received through various models such as online and toll free number – 1950, e-mail, mobile application, fax, post and SMS. The information and status of the action taken on the complaint can also be tracked on this portal, he added.
